Here you go.

Approved 2017 Playing Rules Proposals

— Prohibits the “leaper” block attempt on field goal and extra point plays. (Meh.)

— Makes permanent the rule that disqualifies a player who is penalized twice in one game for certain types of unsportsmanlike conduct fouls. (O/U on games Burfict gets tossed from now is 4)

— Keeps in place the change of the spot of a touchback after a kickoff to the 25-yard line for the 2017 season. (Meh.)

— Gives a receiver running a pass route defenseless player protection. (Meh.)

— Makes crackback blocks prohibited by a backfield player who is in motion, even if he is not more than two yards outside the tackle when the ball is snapped. (OK)

— Replaces the sideline replay monitor with a hand-held device and authorizes designated members of the Officiating department to make the final decision on replay reviews. (Might actually be an improvement.)

— Makes it Unsportsmanlike Conduct to commit multiple fouls during the same down designed to manipulate the game clock. (Eat sh*t Baltimore.)

— Makes actions to conserve time illegal after the two-minute warning of either half. (I'm not really sure what this means. Can you not spike the ball the stop the clock? Can you not take time outs? Can you not run the hurry-up?)

Good old fashioned Steeler football will still be legal!  For them.  When we do it, personal foul!

They needed a targeting rule.   However,  Goodell's ideas suck.   

My idea would be to go back to the 80s.   Flags are only thrown for obvious targeting.   Then lead to ejection.     Your product sucks because there is too much game stoppage and outcomes effected by bang/bang judgement.   

THEN  add in -  in the event a player is injured and has to be evaluated by the concussion doctor.  The play is reviewed outside the game, so you are not holding up the action.   IF it is deemed targeting and the injured player must leave the game.   Then so does the offender.  

THEN after each game is done.   The game film is reviewed for targeting.   Develop warning/fines/suspension criteria then notify teams of suspensions before the first injury report is due for the up coming game.   My thought is if a player is concussed as the result of targeting that the offender is not able to return until the injured player returns.

Repeat offenses lead to player getting removed from league. 

 

This way the games can go on.  It reduces a lot of these judgement calls that a lot of fans believe are bias or the result of games being scripted.  Then you actually take the offenders out of the game.
