Here is what ML said...

"In both cases, we have had good conversations with representation for both guys," Lewis said of efforts to re-sign them.

"Within the next two, three weeks, we hope to have discussion from their point of view back and see where things are."

"As we get closer to free agency, both sides have the opportunity to explore their options further."

Nothing was said about how the team could "Allow" them to test the open market.

Nor did ML say anything to indicate that the talks so far have been merely "preliminary".

It takes time to become Fluent in "ML-Speak", it is a Learned Skill.

This is my best guess on what he said...

The Bengals have made contract Offers and are waiting for a responce back from the agents.

"As we get closer to free agency, both sides have the opportunity to explore their options further."

No player needs his team to "allow" him to test the open market, it is His Option.

In this case the Bengals also have the Option of Tagging both players if they do not re-sign them in time.

This is just my "take" on what was said.

But it seems that Geoff Hobson "reads" it just about the same way as I do.

Lewis hinted the club is waiting to hear back on offers to free agents Rudi Johnson and T.J. Houshmandzadeh....

The first day the Bengals can put the franchise tag on Johnson is Feb. 8, but Lewis said the timing isn’t as important as is making sure each side knows the other’s thoughts if they do decide to go that route.

With all the RB's hitting the open market and a couple more of them looking for trades I think that they will put him out there and when no one bites we'll try to lower the price on him. This is where a good agent comes in. I remember a piece about Willis McGayhee and on draft day his agent made a fake phone call on national TV to Willis while sitting right beside him to make it look like a team was calling with interest. A couple of picks later Buffalo drafted him. I expect Rudi's agent to talk about how other teams want him and are making offers in hope to raise the Bengals price tag. This makes me think about the Sapp deal. Remember how much he got from the Raiders compared to how much we offered him. The raiders paid almost double(or more) for him.

Rudi will be allowed to test the market. He'll just be wearing the franchise tag while he's doing it. TJ is anyone's guess right now.

If we can't re-sign Housh, I'd love to see maybe Troy Williamson fall to the second round because he has amazing speed, and is one of those guys that likes to go all out. He kind of reminds me of a younger Chad Johnson...

I've seen that he may go in the first round, but if we picking in the second round, and this kid was still there, Marvin better hop all over him!

Getting Rudi back for a single year at like 5 million (with no signing bonus) might be the best thing for the Bengals anyway.

So if Rudi wants to go that route that would be his option.

I really think that T.J. will sign before he ever becomes a FA.

But if not, the Bengal's have the option to Tag him as a Transition Player which gives them the Right First Refusal.

I'll guess Housh is long gone because he earned a higher payday than what his number would comp out at.

In 2004, Housh proved he can produce big plays, use his height advantage well, get drilled after the catch and maintain possession, break tackles for yards after catch, and stay sure-handed during the season --- all the qualities of a valuable possession WR to complement a speed merchant WR. Proly not high enough for an avg. of the Top 10 payday, but likely more than the Bengals will be willing to pay unless they cut P-Dub out of the chute.

IMO Housh would have to take a sizable cut to stay w/ Bengals. This is his chance to get proly as big of a payday as he'll ever get and I can't imagine he won't seize the opportunity to get it.

Well I don't think the Bengals will be taking Rudi and TJ's agents' "word for it" on the offers or money discussed that they get from other teams. :)

But from Marv's comments, yes, they will be letting them test the FA market. The Brown family certainly doesn't want to set their own market price if they can't sign them before FA starts, so they low ball them, the agents ask for the sky, and then they move on and field interest.

In this case it wouldn't suprise me at all if someone throws some dough at either or both of them since the Bengals' have not been overly verbal about their desire to keep them at all costs or tag either one. There are a few teams out there who could really use a Rudi or a TJ.
