It is pretty clear to me that Giacomini thought the runner wasn't down and was trying to make a tackle (O-linman style, which means it looked wierd), then pulled up when he realized no one else was still playing. The second Jets lineman committed an obvious personal foul and is a tool.

I don't think it's clear he should see Vontez helping Newman up if he wasn't downed vontez would be focusing on blocking him instead of giving newman a hand.
