I interpret that to mean, "a real option for FAs" for the first time in a long time, vs. a place to stop in, have a meal, and use as leverage elsewhere. Now the Bengals have the runner-up coach of the year, are coming off a .500 season and appear to be on the rise, and (most importantly) have shown a new willingness to spend money (see Johnson, Chad, extension).
