As is often the case, the Bengals will be forced to overpay for Hall because of who they are. Even though Hall is not a Pro Bowler, if we let him go he'll likely be replaced by a lesser player. If we draft a CB high to replace him, it'll leave a void at another position, hence the problem with being the Bengals. There's always more holes to fill than there are draft picks. Since they do have a lot of cap space, they might as well use it
