Dez Briscoe Question

I was thinking about Dez Briscoe's situation and how the Bengals need to completely rebuild at WR, and was wondering if it's possible that we get him back. I'm unclear on the rules on plucking players from the PS, but if I'm not mistaken, can't the Bengals pick him up if they add him to the 53-man roster. I think this would be a good move(if it's possible). Can anyone enlighten me on the rules of signing other teams' PS players. Also, do you think it would be worth dropping a guy like Cosby, or hell even T.Ocho, to get Briscoe?

I really think simpson is a chad clone.... He will be our starter next year if chad isn't resigned. And he will and can produce. Just a hunch... We can still use a big target reciever, we can get that guy in FA. Or just keep T.O... So idk.

I hope your right about Simpson's ability, I just haven't got to see him much so idk. He needs to get some game reps soon.
