If he doesn't sign a contract with the 49ers then that's exactly what every single team will be thinking. Some team will probably pick him because a 4th or later rnd pick is usually a bit of a gamble and even if the worst happens they won't be losing much if he again holds out. He doesn't know it yet but unless he signs this contract he might not be offered another one, certainly not one that sets him up in any meaningful way.Then of course, there's the little inconvenience of going out onto the field and playing well against NFL corners.
