Mike Brown said that he would like teams to have the right to hand out punishments as well."Bengals president Mike Brown said he supports tougher sanctions for NFL players who misbehave off the field, but he would like individual teams to be allowed greater power to discipline their own employees....From our perspective, we would like (a policy) to include a restitution of a club's ability to sanction their own players - fine or suspend players for three or four weeks," Brown said Wednesday.
